If you join the nmafoundation.org their Jan/Feb newsletter has an article by Henry Roberts, on pages 7 & 11 (or double$) about: Visual Speed.

While the 855 foot mark isn't directly quoted on page 11, a foot note #3 has this source:
Paul L. Connolly and Ingeborg Schmidt,
Visual Considerations of the Man, the Vehicle and the Highway (New York: Society of Automotive Engineers, 1966): 12 and 17.

The number 855 is used on page 7 and seems to be a calculation comparing the human eye ability measured on a Snellen eye chart (20/20 vision) and equating it to a 6" high (and 12" wide) license plate "viewed at a distance of 855 feet."

The 1580 was the LIDAR targeting distance in (this) actual case. Its irrelevant to the 855 feet "benchmark" reference, except that 1580 feet is FAR beyond 855 feet.......................
