Yes the V940 M4 should be better than the E935. Has the 940 been subjected to heat? Maybe it's time for a tuneup but being a M4 940 it can't be that old...maybe about a year at most? Try a reset of the 940 as well, report back to us what happens with its performance.
How do you do a reset on the 940
Power off RD.
While holding down BRT and CITY buttons, press POWER to turn on. If it displays reset and version #, then it was successful
A more important question is where did whistler get his V940 from.

Where did your friend get it from? Hopefully not eBay or Amazon!
If your Vector is not under warranty, Bel will spiff it up for you usually for $60. Exceptions are bigger issues such as water damage inside.
