Switched would be better, so it's not on all the time. Wouldn't want to run down your battery if you were to leave your car parked for an extended amount of time. Granted, I don't think Blinders pull much current for that to be a real issue, but still.
i dont think it would draw anything of the 3way on/off switch is in the off position.

You can do constant power with a switch if you wanted, as long as you remember to turn it on
Either way, AFAIK, you should be fine with switched power.
Switched power, if you forget to turn them off you could come back to a dead battery, especially if you don't drive it for a few days.

12 volt constant will do just fine. No memory lost if there is no constant 12 volts.
