I just had the most stunning revelation.
The temptation of revenue is the reason behind speed enforcement corruption...so what if speeding fines weren't a source of revenue?
Seriously, might be the answer to unfair and illegitimate speed limits and speed traps.
Imagine a world where speeding ticket fines could ONLY be used to pay for traffic safety programs, be it driver education, public awareness notices, or whatever. As long as a government can't use speeding ticket fines to do anything more than fight speeding, they'll have no incentive to enforce limits that have nothing to do with safety. PSLs will rise and enforcement will get more reasonable.
Maybe the National Motorists Association should draft a bill that we can all introduce to our local governments.
