If that guy thinks that these spot welds will hold up at the turbo's high RPMs, then he has another thing coming! Aside from that, there are serious issues with assuring that the angle of each additional turbine blade is correct. On top of that, there are issues not only with balancing the entire blade assembly, but also (even if he did balance the overall set of turbine blades) with the fact that each turbine blade likely isn't welded in place at the exact same pitch. The result would be very similar to an unbalanced turbine blade assembly due to varying air pressures upon each additional turbine blade.
On top of this, turbine blades already turn very fast. The additional welded-on turbine blades would only marginally increase compression -- at least before the spot welds broke!
that would cause the turbo to have shaft play and eventually just wear down the sides of the blades. He would have to add some blades to the exhaust side and balance everything...

o im stupid... i just realized that he welded fins to the exiting exhaust blades. That would deffinatly build up pressure in the mani and prvent exhaust from leaving...
