Has anyone ever tried to conduct controlled I/O testing? Having the target vehicle drive at a predetermined speed, and then when hit with I/O radar, the driver attempts to slow before a reading is obtained? Variant of the theme: measure speed of the target vehicle with laser, simultaneously hit the target car with I/O radar and see how much the driver can slow before a radar speed is obtained.
Maybe the better question is what is the typical acquisition time of different radar guns at different distances with small vs larger radar cross sections. Does this acquisition time ever exceed fast braking reaction time? ie do you ever have a chance to "out brake" a I/O radar hit?
