This is a very good question actually. I believe a full reset of the unit should do it, but I am not exactly sure. If I recall correctly.. there may have been an option/clear markouts type of thing in the settings (program mode). It's been a while since I used a 9500i, so I might be wrong.
However, I will be receiving my ix this week so if your question should remain unanswered by then, I'll do my best to try and figure it out (or read the manual) and tell you how.
No, you would have to drive to each lockout location and then clear them one by one. Call Escort first thing Monday and have them get a message to their repair dept that you want all lockouts cleared on your 9500i when it is upgraded to the ix platform. They can do this in an instant with their proprietary software which talks to your 9500i either before after it is upgraded.
I believe you can clear the lockouts out of the ix with your computer and the software you download from Escort. You will need a mini USB cable.

agreed its dumb. theres currently no way to clear lockouts on the 9500i without manually revisiting each lockout area and unlocking as Mem-tek mentions
Just curious, WHY do you want to unlock them?
Did you have a bad experience with it locking out LEOs?
If so, best bet is to just shut the GPS off if you can't get to all the areas and unlock them. The speed function of the GPS will still work, but it won't lockout locations with it off.
Yes, you can clear lockouts with the software v1.1 = "REMOVE" removes TrueLock and Marked locations
The manual says hold BRT, SEN and MRK down at once. You should be able to verify it with the GPS button.
