Default Cops' Minimum Following Distance

My bud told me the other day that he heard that in Florida, cops (specifically FHP) that "follow" cars to peg their speed have an minimum distance in which to do it in order for them to issue a citation. Is there any truth to this?

-how long to they need to follow you in order to get your speed (can they do it in an instant or are they required to stay with you for 10, 20, 30 seconds)?

-can they get your speed if you follow them?

Yea, I thought there was a certain distance that had to go by when they paced you. Was it 1/4 of a mile? I'm not sure, but I think I have heard of it.

PA law:
Speedometers authorized.--The rate of speed of any
10 vehicle may be timed on any highway by a police officer using a
11 motor vehicle equipped with a speedometer, except as provided in
12 section 6109 (relating to specific powers of department and
13 local authorities). In ascertaining the speed of a vehicle by
14 the use of a speedometer, the speed shall be timed for a
15 distance of not less than three-tenths of a mile.

wow.. 3/10 of a mile? That's 500 meters! Highway speeds would travel that distance in about 20 - 25 seconds..!

60 MPH/1 mile a minute, 18 seconds

At 75MPH, 14.4 sec.

I would hope I would notice someone on my tail for that long, but the big question is what is the max following distance? 10 car lengths behind for 3/10's of a mile, 5 car length's behind for 3/10's of a mile? Or can he pace you from a mile back?
