It's a risk vs. benefit thing. If you are an uncontrollably immature hyperspeeder, who gets a couple of tickets or more a year, then it is absolutely worth it, as far as I am concerned. But for anything less, probably not.
Another thought is, the ZR3 sucks and probably won't save you anyhow, so it is definitely not worth going to jail for. But an LI or Blinder might be.
Those states you listed aren't exactly close to each other, so if you're doing that much driving I think they'd help.

There are lots of us that use laser jammers in an illegal area. It's highly unlikely that you'll get caught with if you use it properly. Once you get the alert, slow down quickly, then shut the jammers off and let the LEO attain your new and improved speed. Works like a charm. I have never heard of anyone that uses this technique getting caught with laser jammers.
The ZR3s will not set off the jammer detection on any gun used in the US, with the exception of the Laser Atlanta. But, the Laser Atlanta throws up jam codes for cars that are not using jammers all the time, so LEOs will surely ignore these codes. The Laser Atlanta is also not a very popular gun, so it's kind of unlikely you'll even run up against one. Basically, jam codes on US laser guns are of no concern.
It depends on the penalty for getting caught in the state you will be driving in. Have to weigh the penalty of getting caught versus the penalty for speeding. If getting caught with the laser jammer is worse than getting caught speeding then don't use the laser jammer. If getting caught speeding is worse than getting caught with the laser jammer then use the laser jammer.
I think that, what little danger there is comes from the officer seeing the jammer heads while checking your front end, not from him figuring out that you are jamming him and coming after you after the fact.
That, of course, assumes you are not jamming him all the way to his gun. If you do that, then yes, you are going to get stopped, and he will find the jammer heads, and you are screwed. But if you're doing that, you deserve it.
Go for it. If you drive through Nashville, your threat will be 80-90% laser. THP can use laser as well (non as common as radar)
BTW... even if you don't jam to gun if a cop suspects you are jamming him and he sees that tacky radar detector sticker on the back of your windshield there will be no doubt in his mind and you will more likely get stopped.
