Your right, there is no good place for an "easy" mount.
Unless your looking to start fabricating plastic the lower grill looks like you're only option. Fortunately for you, no LEO is going to shoot that car carefully. Very stealth selection.

The LEOs that are car guys know the difference between a normal Taurus and the Yamaha powered SHO.
But yeah, mounting them into the bumper was what I was thinking would be the best option.
In ten years as a LEO, I don't think I recall ever meeting one that was a "car guy". I'm sure they're out there, but don't count on large numbers.
ditto that^! and a 94 Taurus? Most traffic patrol wasnt' out of 6th grade when that car was on the street. It's a Taurus. Use that to your advantage.

If you don't mount two on the top of the bumpers, I would consider three heads: two in the lower grill and one in the top/center grill.
Now there's an idea I hadn't thought of. Would the 2 lower ones be better in place of the fog lights than in the grill?
Lower grille or foglight area is just going to get you pwnt. Unless you can get past mounting on the bumper, you might as well save your money for a lawyer.
