They are ALL diodes. Blinder, Lidatek, DS/D2, AL/LD, all use diodes.

The LED's have a constant on and pulsed aswell, I would assume all jammers use the pulse cause the module that activates the LEDs or Diodes which pulses to modulate the signal. So that the LIDAR gun Ignores its own signal coming back. If you used the Constant then you are going to need 100s of LEDs so the signal would be scrambled, on the way to the car. Wouldnt be very good for the eye.
