Is it normaly hard to test a laser jammer using a t.v. remote.. I mean, it doesn't go off all the time when i try it. It's like hit and miss??? Is this normal, or is my jammer broken.

The answers are here...man. You just have to do a search. Believe it or not a lot of questions that you might have, have already been answered. Just use the search button and you will find a wealth of info there.
But to answer to your question, depends on your jammers(and your remote). for example blinders have a "test phase" for the first 30 seconds that you turn on the system. In that 30 seconds remotes will set it off for you to test. After that 30 seconds, some remotes do, some don't. After the 30 seconds it's not "supposed" to happen but still can.
Now turn that frown upside down!
ive seen it done before on youtube, it seems to work, but im sure in some cases it might not work. someone with a helluva lot more experience than me will chime in soon...good luck
Normal. TV remotes aren't reliable for testing. I would get one of these:
Hand Held Radar Detector and Jammer Tester - Laser Jammers at Radar Busters
Shoot the zr3s with this and see if you can shut them off.
