As many of you are already aware, most states in the US, require the use of front license plates.
Many of the state newer plates are retro-reflective in nature. In these cases the reflective magnifying effects of these plates can be almost three magnitudes of order greater than a standard non-retro-reflective plate (about 900x!)
Retro-reflective plates are bad for laser stealthiness and require:
1) Effective Laser Plate Cover (Veil or otherwise)
2) Laser Jammer Placement in Close Proximity
For those individuals required to use a front plate, I would suggest that you explore state plate alternative offerings from your state DOT.
For example, in PA, there are several alternative plates available which include:
DARE (mostly black, non-retro-reflective)
PZ (PA zoological)
POH (Railroad)
WRCF (Otter)
This plates are darker coloured and non-retroflective which would serve its owners with a better (less-targetable) source.
Another step that can be taken is to utilize a black/plastic plate holder/bracket. This often obscure 10-20% of the plate area and would further reduce the targetability of your vehicle front or rear whether [or not] you use VEIL, a laser jammer, or both.
Check with your state's DOT to see what your options are. Many of these plates come with a nominal cost - a small price to pay to reduce your laser signature from the get go.
