Veil Under Headlight Covers

First, hello to all, this is my first post. My car is currently configured with a Qi45, as pictured below. I have a replica CR8APL8 on order. I have been considering Veil, but I also want to get headlight covers, because my headlights are more expensive to replace than my paint. So I don't want them torn up from road debris.

I am probably going to get a set of clear GTS headlight covers, as seen below. If I want to use these with Viel, can I apply the Veil to the inside, in order to increase the longevity of the Veil? Or would it have to be applied to the outside?
