As of July 1, 2006, Reckless Driving is any speed more than 20 mph over a PSL or anything more than 80 mph, so 15 over in a 65 zone or 11 over in a 70 zone.
There is also a Reckless Driving, General Rule which states:"Irrespective of the maximum speeds permitted by law, any person who drives a vehicle on any highway recklessly or at a speed or in a manner so as to endanger the life, limb, or property of any person shall be guilty of reckless driving."
I am a LEO in the areas you mentioned and I have checked and no one knows of the RD for less than 20 mph over in Faiirfax or Prince William Counties. I am also a DIP instructor and am not aware of the pamplet you mentioned. Fairfax and Prince William PD have ordinances that mirror the state codes so that they can get the money on conviction rather that it going into the literary fund.
Yikes! 80MPH is reckless? Lock up 90% of the Beltway (assuming it isn't jammed). Is this an automatic reckless or up to the officers discretion? If it's automatic, it's a money grab.
