Without sounding too stupid, what is judicial notice and why is it a good thing?

Never a stupid question.

In terms of speed enforcement, judicial notice is used to validate the effectiveness of traffic enforcement devices as a valid and accurate means of allowing such equipment to be used in a jurisdiction.

Once devices are approved in this matter, individuals can not generally use the defense that equipment use is inherently flawed and therefore couldn't be used as evidence.
