I had to post this - although it's been a few years, the cameras are still in operation, and they are still pocketing $446 per citation.
This is in the city of Capitola California, Santa Cruz County. There is a red light camera operating in front of a shopping mall. The light and camera are in a 3-way intersection. Actually the intersection is at the driveway / entrance to the mall.

Ok, so I got tagged in September 2006 and took it to court. I was turning RIGHT into the parking lot, and because I did not stop BEFORE THE LIMIT line, it was $446.
Out of curiosity I parked next to the light one night, and witnessed about 10 cars getting photographed, ALL OF THEM TURNING RIGHT into the parking lot, like rolling 2 mph through the light.
This clearly has nothing to do with safety, and everything to do with stealing money.
Since this is a 3 way intersection, there's not the safety situation where you get someone running the light and getting t-boned by high speed cross traffic - there is no street on the other side, only slow moving cars turning into the parking lot.
