For those Calif Drivers the Government is up to it again

yeah it sounds like this is the 3rd attempt at it in the last 5 yrs or so, but it sounds like they are getting closer.

They're trying to get all those people going through their city between Hollywood and I-405 on Santa Monica Blvd, Wilshire Blvd and Sunset Blvd. Basically out-of-towners going through their city on the way to their piddly little jobs in their horribly ordinary cars.
