Hi,
I will be visiting California, Arizona, Utah and Nevada in a few weeks. Here, in the Netherlands, we use a RD (not allowed) and you can drive "safe" a little too fast. How is the situation in the mentioned States. I won't bring my RD with me

Bring you RD if you can - they're legal in most states and will alert you to up ahead traps. Also, I understand the I-10/I-20 routes out west have numerous trap areas during the Summer.

The safety cushion is ~5mph, or with traffic whichever is faster. At these speeds, I am 95% confident the LEO isn't going to even thing about dropping his donut. Faster than traffic or >PSL+5mph, I can't have such a high confidence level.
