Note Table 7. From reading it, I can make the "conclusion" as follows:

You can freaking read anything into statistics, and I can see the mean traffic flow speeds actually Increase when the drones are ON vs OFF in several of the tests.
Of course the RD users slow down....but only 15% are using RDs....and those not using RDs either go faster or no change at all....and they RECOMMENDED IT STILL!!! OMFingG!!!
It's like the NHTSA studies on aggressive driving enforcement.
Aggressive Driving Enforcement - Strategies for Implementing Best Practices
Traffic accidents and fatalities go up and down each year, like a daily stock ticker....you can only see actual trends over several years. But these state departments will latch onto ANYTHING that makes them look good. some citing 20% reduction after extreme enforcement operations.
Makes you wonder about the other states which don't publish such dramatic decreases. Wonder if their fatalities actually went UP after extreme enforcement? Can't publish that ya know.
Cops are always there to grab the spotlight when the stats go down. THEY are the sole reason the accidents went down. Cops and extreme revenue* er 'enforcement' SAVED these people's LIVES!!! 'We're godlike in our awesomeness' they say.
But what about when it swings back up (the natural year to year difference) do they hold a press conference and brag about how THEY KILLED all these extra people? HA!
It's like saying the crime rate goes up or down based on who is in Congress or President. Nope, it's the Economy stupid!
I took a minor position at a large company 10 years ago...within 3 months the stock went from $40 to $140 per share. Yeah, that was me!
Just point to Germany....the safest per driven mile roads in the world have NO SPEED LIMITS!!
For workzone deaths, as horrible as it is....I've yet to see a study which makes this distinction:
1) What percentage were workers OUTSIDE the barrels?
2) What percentage were drivers going INSIDE the barrels?
I finally saw a study recently regarding pedestrian vs car deaths. FINALLY they said basically the pedestrians were drunk, stumbled out of a bar in front of a moving car.
We had some buckhead soccermom get smacked awhile back....oh boy watching the news you'd think everyone driving a car was a mass-murder! The entire force went extreme against the drivers, checkpoints all that crap. But nothing done about the drunks piling out of the bars straight into traffic. go figure.
