Ok the company is called Nestore. http://www.nestor.com/Speed_hi.wmv I have never seen this camera and can not find it on google pics. It has two 4 megapixel cameras. The system scans the road 100 times a second. It takes a picture of the car, truck, and driver. Also the were showing the back of the unit and it could tell you that it was a car coming and the speed then go to a truck and it would say truck and the speed.
I had made a post on the "POLISCAN" system a few months ago. I don't remmember if they said it could be jammed or not. But it has been out for a while. It sucks it's in texas!

Well I hope it jams it. It is not really near my city. It's probably a good 45 to an hour away. Akron Ohio was the first city in the United States to get it a few years back according to the news.

Yeah there is and I don't think it is police officers but rather the companies employee's. My dad a former cop said he does not thing that would fly around here. I am not so sure. Also in the brochure it says this.

Yea, I know in cali a cop has to be operating the equipment, just like the red light camera's are all illegal. In fact automated speed enforcement is outlawed, red light isn't but requires a officer to be the controller of the system, which it never is.
As for 'scanning lidar -- sounds like an RMR term to me, probably just constant on lidar
