Not that I do not agree that most tickets issue by local police is about raising renenues than it is about public safety, I do not think this report really proves anything.
First a $5 difference in fines between locals and out of towners is not that significant. It could be simply as 2 or 3 MPH in the speed they are being written up for since most places set fines that are $1 or $2 for every MPH you are over the limit plus some base amount.
Also to say out of towner get more tickets because they are not local it is hard to say that the police knew that ahead of time specially if they are from the same state. It could simply be the fact out of towners do not know where the speed traps are so they are more likely to get caught. I think we all can agree with that.
I am not sure if Massachusetts is like Ohio where they require the County you live in to be one the license plate, becuase we know Ohio local police target anyone not from the surrounding area.
Also to say the cops evaluated the ability for someone to pay a fine and how much they would be willing to pay I am not sure how they evaluated this. They did not say that people with expensive cars are ticketed more offen than the person with the broken down car.
I personally think they took a fact and made the data back up the fact, instead of looking at the data and validate the fact.
5 dollars may not APPEAR significant, but statistically it is considered significant. Basically if the data shows that it falls out of the threshold where the null hypothesis is kept, then the alternative hypothesis, aka: statistically significant, is selected.
I can't wait to get stopped for not having a "real" license plate up front.
happened to me. it wasn't until a year after having had it on though. got it confiscated. spoke with the da and was told it'd be a $100 fine and $50 (55?) surcharge. Came back a few weeks later and talked with someone else and was told it would be $50, and that if I went to court, there couldn't be a better outcome and it'd most likely be higher.
Funny thing was the cop was about to take my lasershield. I asked if I could have my plate protector back and he gave it back without issue.

Eloi is right if I do not ticked, then I'm fired. Only a bad cop would think that giving out tickets, suspensions and impounding their car would do anything.
If anything such bad apples make the rest of us look bad by making us look over zealous and thus we loose trust with the public.

I've got $50 saying you're not with the OPP (or a cop for that matter.)

Your post is riddled with spelling and grammatical errors. I'd say you're probably 16 and pi$$ed cause you got a speeding ticket.
Care to mention which region you're in? Detachment? Platoon? Would you go on record stating that you have a quota to fill, and that if you don't ticket anyone at all, you'd be fired from the force? I'm sure every media outlet in Ontario would await your statement. After all, your position is counter that of Sgt. "Hollywood" Cam Wooley.

I know of a local cop in my area that got in trouble for honestly (not a joke) misspelling coming as cuming.

I wonder if the report studied when tickets were issued ? This would shed some light on the idea of police officers issuing more tickets near the end of the month to fill some kind of quota.
