Holy ridiculous, Batman!
But you know the Police Chief is Black and I heard some officers are Black too. I'm not too sure and I'm not far from that town. It is not that major speed trap there but it is close to Shreveport where the Casinos are.
Regardless of the race issue, it appears from the article and the facts that they are using abusive tactics and apparently stopping vehicles without any resaonable suspicion making the stops themself invalid. This is a growing trend in Texas and something that needs to be addressed.

Of course, this sort of thing is nothing new...
Anybody remember "Humpy" Parker in Coldspring, TX? There was a great book published about his department's tactics - "Terror on Highway 59" by Steve Sellers. If you've never read it believe me it's worth your time. Sellers' book led to an FBI and Texas Ranger investigation and eventually a federal trial for Parker.

Even had a pretty lousy made-for-TV movie done out of the book, though it really didn't follow the book at all.
There were also the infamous Texas speed traps of Selma, Schertz, Stockdale, Kendleton, Roanoke, etc.... some of which eventually got shut down due to investigations, law suits, etc., and some which still operate today. It is kind of fun to see the old Court House/Police Station in Selma now a "Hooter's", though... I go in there on occasion just to have a burger and a beer right where I had to square off with a judge and a lying police officer more than once.
It really is a shame that Texas is such a great state, and great state to drive in, and yet there are some real a**hole constabularies that are so corrupt and greedy they can't even play the game square.
