We've had such cruisers in Toronto for couple of years now, at least 3 years, the only difference is that those two scanners are on top of the car and they are painted in white to match the cruiser's color, also here in Toronto these scanners have been installed on very few cruisers belonging to the Parking Enforcement Division of the Toronto Police, these are not armed Police Officers, strictly for parking issues and stolen vehicles, I guess the computer software inside the cruiser is similar with the ones dow in Texas, personally I like the system, if they can find stolen MVs and return them to the real owner, why not?
Sugar Land PD is one of the most well-equipped departments around the Houston area when it comes to traffic enforcement. I blame them for starting the whole stealth car frenzy in Houston

So they actually record and keep for 30 days the GPS position of each plate that it sees? I guess just scanning it and throwing away the information if nothing comes back isn't an option?
