Very interesting. I've seen it, but didn't know it was as wide-spread as that study implies.
I think an even bigger problem is the tailgaters with their high beams on at night. Those really tick me off and it appears more and more people are doing it these days.
You don't want to flash them back solely because there are dozens of others who would be blinded more then them... and they likely wouldn't know in their oblivious state.
When people tailgate with high-beams on... I simply act as if I am pulling off into a drive-way (signal well in advance) let them go by, drop 2 or 3 gears to catch up to a safe following distance (I don't tailgate, as my car is too low and thus the following wouldn't impact them): and hit the high-beams for them to show them what it is like, then turn them off after 10-15 seconds, back off more, and use them as a rabbit.
Speeding up because you have a tailgater is pointless. Best case scenario, you speed up and they just continue to speed up with you and tailgate (since they are obviously in a hurry they are just going to keep doing it till they get to the speed they want) I say, be the adult, let them pass, and let them deal with the problem they will one day have to face of rear ending someone because they where indeed tailgating.
Besides letting a tailgater pass you has a great advantage like AirMoore said, after they pass you, use them as a Rabbit.
If you were not in the left lane not passing anyone then I would not be tailgating you, or as I refer to it, drafting!!!!

yup, let me pass, if I am tailgating you it's becasue you are in the left hand lane going the PSL with no on in the right hand lane. So I have two choices, tailgate you and hope you look up long enough from your cellphone conversation to see me and move over or I have to pass you on the right risking a ticket/you merging into me and causing an accident.
I get out of the way if someone is going faster so its not an issue... except in the a-hole case. That's when you're cruising fast in the left, there's no where to merge on the right and the a-hole wants you to speed up by 20 mph (and you're already 20 over) for his convenience. I keep an eye out in my mirror for people approaching from a long way back and make every attempt to get over long before they are behind me, but its not always possible --- sometimes you just "get stuck", especially if there's a pack of trucks in both lanes.
I extend the courtesy of not tail-gaiting someone in that situation (there's no place for them to go for a minute or two), and appreciate the same courtesy.
As to the folks who just blindly drive in the left with no consideration of who's coming up behind them or worse, duck over into the left at the last minute, slowing the left lane down because they don't want to slow down for a truck --- they richly deserve it!
