Does this bastard ever listen to himself talk?State Rep. Todd Rutherford, D-Columbia, introduced the bill. “In South Carolina, if you’re going one mile-per-hour, two miles-per-hour over the speed limit, you potentially will get two points on your driver’s license and a $75 fine,“ he says. “I think most people that I’ve talked to would rather pay more to the state, so the state could raise more money, if it did not get reported to their insurance company and they did not get any points assessed on their driving record.“
Getting a ticket for 3 over on the highway is ridiculous. No sympathy if they happen to get splattered by some drunk driving an 18 wheeler next time they pull that crap.

So they compared the # of citations to the # of speed written warnings and said lets charge for those too! If the Trooper's got half a barin and he is using his discretion not to issue a ticket, he'll just start handing out verbal warnings!
This guy is out of his mind. Isn't there some type of psychiatric evaluation before being able to legislate law?
If there were ever any blatant example that traffic enforcement is not about safety, but rather about revenue.... this is it.
If they really want to implement this, the proper way is to define violations that carry a fine but no points. Something like "failure to obey a traffic control device."
