Why are they not reporting how the accident happened?
They are trying to imply it's because there is no turn lane but the absence of details seems intentional.
Normally they say " Mr Smith was traveling east on hwy X when he crossed the center line and struck Mrs Jones." etc...
I wouldn't be surprised if this accident involved factors that had nothing to do with her cause.
She was campaigning for a left turn lane, and the car in the picture looks like it was hit hard from behind. I'll wager when the details come out we'll find out she was stopped waiting to turn left and someone who wasn't paying attention slammed into her car from behind.

I'm guessing the reason the local government refused to foot the bill for the left turn lane was because it would only serve the (private property) RV park. As a taxpayer, I can't argue with that rationale.
What a lot of people do on rural roads is pull off onto the right shoulder, wait for traffic to clear, and then cross the road. That's a hell of a lot better than sitting there stopped in the middle of the road...
Playing devil's advocate here, not saying the turn lane needed to be built (if we put turn lanes at every private intersection we couldn't possibly afford it), but am saying that the private property issue is a non-issue, because all almost public roads are designed to connect private property.
Businesses are private property and they get turn lanes all the time. I've seen entire roads built with public funds for someone's private business park or retail center. Turn lanes are built all the time for neighborhoods, especially the nicer ones, using public funds. I'd be interested in seeing the accident statistics of this turn compared to neighborhoods in the region who did get lanes.
