I'm surprised about DC. You'd figure the traffic would make speeding difficult, and the LEOs have plenty of real crime to worry about to have time to dole out speeding tickets. Unless they include camera tickets in those figures.

I've always kind of thought that these lists were likely to show exactly the opposite of what they claimed.
High Ticket Rates = High Police Presence = People Scared to Speed Too Much
I would love to see someone actually study average speed on a state by state basis. It would give a really good idea of the relative enforcement and driver friendliness of a state's speeding laws.
these just show the amount of tickets in comparison to the population of the state. i can guarantee that at least half of the people caught speeding in DC are "out of state" which would not put it on the top ten.
