Consider it lucky that they were not caught "in the act" while on the move.

A few years back, my wife did complain to me that she had to suffer an "erratically" driven car in front of her (swerving left & right & unstable steering control). Upon overtaking that car, to her surprise she found out that the couple were "in the act" while on the move.

Similar recording via a speed camera would be an ultra embarrassment & potential evidence for a divorce petition for the unlucky complainant
