I'm surprised that LAPD officers have the ability to recall any part of any particular stop...aside from the problem people, or there's something peculiar, a lot of stops are cut, dry, and to the point. While California might be different, it's usually one or two months to wait between the citation being issued and the court date in my area of PA; even if you only write one citation a week that's still 4-8 stops you gotta remember...if you write one per day that's more like 20-40 you gotta remember...
Citations in PA have a notes section at the bottom...you can always write notes in a separate notepad or on the rear of the citation, too. Many options to resolve this issue, I'm going to agree that asking for dismissal isn't necessarily the right thing to do.
Perhaps the system was setup so Leos could easily ****can tickets issued to friends or family members of other leos while still making quota. A simple call from leo A to Leo B before appearing in court asking for a favor could cause leo B to have no recollection or loss of notes of said traffic stop. At least this is what I gather from the story and why the LAPD protective league is up in arms.
Actually, I thought it was standard operating procedure for the officers to use the old " I do not recall" when they do not want to remember or when remembering would go against them and their ability to claim what happen really did not happen.
I think there is more to this story than the officer walking in and telling the judge to dismiss when they do not recall the ticket. Most police can remember months back exactly what happen unless they have it all written down or you did something to make yourself rememberable
