Well it also covers downtown and there are PLENTY of tourists getting lost calling for directions that get dumb attention from police. Its not hard at all to hide your phone from a cop when he's driving by - no excuse for the ones that have been ticketed.
Yea probably the tourists play a big part. Because they're also less likely to go to court over it anyways since they're from out of town.
It's definitely not hard to hide your phone from a cop, but its also really easy for cops to see that you're on the phone. When I drive around my small town I see SO MANY PEOPLE on the phone, and its really easy to spot. I'm surprised I haven't seen more traffic stops for that here since our locals have nothing to do anyways.
It really all comes down to being aware of cops around you. Because if you see them its easy to not get caught. But then again that involves looking around a lot while driving and talking on the phone. Hence the whole phone thing being dangerous while driving as you are distracted...
I wish they would make the fines higher, then maybe these fools would get out of the left lane and starting worrying about their driving.
I wish I had $1 for everyone one I pass that's in the LL texting and driving along 5-10 below the flow of traffic, oblivious to anything but their phone. They like to drive in the left lanes because they don't have to worry about cars entering the highway from the right.
One day I'm going to catch one texting and decide that's enough and pull over in front of them and lock the brakes up!!!

Yesterday on the way home from work there is a car in the left lane going 45 in a 70 traffic usually runs at 80 as I pass HER she has a map on the steering wheel reading it. Totally clueless of traffic around her.
By the way the freeway is 4 lanes wide there.
I see them reading memo's and typing emails all the time, totally oblivious to everything going on around them and the fact traffic is backed up a mile behind them.
My company truck is due to be replaced soon, so they should pay attention, I would hate for one of them to have to buy my new truck!!

This is what I don't like about laws preventing people from talking on their phones. When people are no longer allowed to talk on their phones while driving, I think many of them will resort to hiding their phones in their laps and texting instead, which already happens a lot, I'm sure. I think it's kind of a double edge sword. I'd rather drive around someone talking and driving rather than someone with their head down trying to hide and type stuff on their phone.
ISP makes money from taxes, the tickets go to the counties they were written in.
