A 24-year-old then allegedly threatened a photo radar operator, and beat on the vehicle. That suspect was charged with uttering threats to kill and intimidation of a justice official.

There's a big difference between an LEO pulling you over and an old man just shooting a picture of you from a van and then screwing you over with it in the mail later.
Most people wouldn't attack the armed LEO, but its a lot more likely that someone would get the guts to attack the man in the van, who isn't even technically an officer of the law. So I think we may see more of this
This is only the tip of the iceberg.
