By low, I meant that it doesn't seem to be a huge problem, not that the statistic was lower than the actual percentage.

I thought that it seemed pretty obvious also. 55 mph on a 4 lane highway doesn't make a lot of sense.
The State Police do love to sit out there and hit out of state cars though. They never seem to mess with the locals unless you're really weaving in and out of traffic. So it's almost a 50 mile long speed trap for visitors.
