Quite possible, the reason is most States are on very tight budgets nowadays which means less funding to Police Dept's to upgrade to newer radars. If the olde gear is still working then it's much less expensive to keep it in operation as the only cost is the annual Certification of Compliance needed from a Calibration Lab that it still meets Mfg'r specifications so it can be used as evidence against you in the local Court.
I drive mostly in the Northeast & X-band is still used in Ohio & NJ by State Troopers. I also got nailed for Speeding in Penn. by State Trooper b/c I foolishly ignored my V1 alerting as I thought X-band was no longer in operation there. The sneaky S.o.B.'s were shooting out the back window of a white van on the shoulder of the Interstate Hwy. I thought it was a false alert from a door opener of a business in the City I was rolling thru.
I don't ignore X-band anymore, anywhere !
