MDOT using new signs, but what do they mean?

MDOT is using new signs to improve safety for construction crews and motorists.
The new signs read "Where Workers Present - 45."
The Michigan State Police tell WZZM-13 News, officers will enforce the 45 MPH speed limit in highway construction zones where there are orange traffic cones or barrels in place to control traffic.
If there are no workers present and no traffic control in place, the normal highway speed limit will be in effect.
In the past, the 45 MPH speed limit was enforced even where there were no workers and no traffic control cones or barrels around.
