The level of creativity people bring to this forum is admirable!
However, I think if they use epoxy paint like the highway lines you will need a sandblaster and even then the ghosting will be there for a long time.
You could add some lines though.

or you could try quick-set crack filler for driveways, just get a bunch of black crack filler and "fill" in the white line :P

Yes. Think about how people get away with blowing up speed cameras in the UK . They don't do that at 12 noon .

Can you legally do it if you adopted the highway which the lines were on?
Doubt it. It's still on the State's land.
