Fly. Seriously, it's extremely difficult to "scatter" or otherwise deflect speed radar in a practical manner. I wouldn't even try to go that route.

Seeing as (as far as I know) radar has no problem picking up little 400lb sport bikes when you are tucked behind the windscreen, I really doubt you could make a 2000+lb car stealth at all.

I was thinking something along the lines of a car bra with eccosorb foam or something. The reason I am thinking about this stuff is because today driving I got I/O in the ass with Ka from an on ramp. Also the PO was very selective and I had no warning from the V1. From what I could tell he was only I/O a select cars, usually the leader of the pack. And I was in another pack following one more pack about 1/4 mile ahead of me. Not even the truckers could see him. All I saw was the top of his light rack, because the on ramp was inclined downwards. Luckily I was not going fast enough for him the give a crap.
I remember seeing a Polizei 144 video where they had their BMW covered with dirt and them saying something about radar signature.
Something that I can use to absorb the radar signal would be best. That's what the SR-71 used, a paint with small metal balls in it. It basically absorbed the radar signal so not a lot returned to the source.
