So what exactly would be the penalty for running a laser shield on your front plate in CA?
Maybe it's just better to take off my front plate, and replace it inside my windshield?
I've been considering an older model LI, so maybe all this would be unnecessary after all.

Yes, I did. However, I suppose that can be misleading if taken out of context.
With a competent jammer, a plate doesn't matter. But without a competent jammer, it's the most deadly object on the front of your car. Regardless, without a competent jammer, your whole car is deadly, so it's sort of irrelevant.

No real need for the shield if i get a decent jammer.
It sounds like more pain than what its worth.
Yeah, it really is. I mean, it's never a bad idea to add layers of defence to your jammer, just for extra security. It makes the job easier for your jammer. But if those extra layers are obvious -- as almost all plate measures are -- then it's counterproductive, as it puts you at more risk than the exposed plate would have.
Bottom line, no matter how much passive security you add, it will NEVER take the place of a jammer. Not even for a moment. So they should never be instituted until after your jammer has been optimised and tested, and never before.
