Does anybody here know anything about tollways?

Im testing out some new plates that are very blurry at angles,but if u look at straight on u can see my numbers i went through a couple of tolls and i wanted to know if the they just take picture or an actual video of the car,also I need to know at what degree angle does the camera get u at,and if i get caught,how long will it take to get the ticket in the mail?
because when i got a ticket from running a redlightit took them 3 months to send it.

if you go in the IPASS lane it's $50 but I don't think it goes in your record, however I could be wrong. Did the redlight ticket go in your record in chicago?
