I tried looking into this a little bit but am blocked from the sites for it. Personally I don't trust those License Plates covers at all.

The loovers have been discussed here before. Only an idiot would risk that, because they are guaranteed to catch the interest of every cop that gets behind you. If he didn't already have a reason to pull you over and hassle you (or in Texas or Georgia, even arrest you), they now will. For what? So you can run red lights? Again, only an idiot would do that.

And you'll get busted the second a LEO in a Tahoe, Suburban, Explorer or Durango gets behind you, most trucks mount the plate at bumper height, and anything 3-4 above that is going to look odd if not blatant, and they'll collect dirt and possibly yellow in the sunlight as time goes on and they'll stand out even to an LEO in a Vette.
Are you trying to defeat photo radar, red light cameras, toll booths or automatic plate readers?
