Local sighted in conjunction with full K Band hit in PA
Situation:
Was on my way home from a trip across the state in Pittsburgh. While I was driving on 926 through Chester County, I noticed a hit of K Band (first picked it up before the intersection of 52 and 926, if you're from the area). I immediately slowed down to PSL, and saw some cones on the road (apparently there was some sort of fair going on outside).
As I proceeded up the hill, I noticed a marked township police vehicle. As I approached, the K band signal got progressively stronger, giving a full strength alert as I passed the LEO. The signal became weaker as I moved away from the car.
I don't believe that the LEO was undertaking traffic enforcement, due to the nature of the situation (the cones on the roadway, and him sitting to slow down traffic). I have heard stories of PSP officers sitting in with locals to write tickets, but there was only one officer in the car, and I'm 95% sure this officer was one of the normal officers employed by the township. I didn't see any obvious signs of a radar gun...the officer did not have a handheld apparent through the window (could have been below the dash, as my car cannot see into the windows of an SUV). Did not see any signs of a 2 piece K gun as well, such as those seen mounted on PA K LEO's, and there were no PSP on the road for the duration of the trip.
The township does not own a K band speed sign, AFAIK at least (and, unless it was in the neighborhood, the hit wouldn't have maxed there anyway, as there was only a right turn into this neighborhood available.) It was definitely a huge K hit, in an area where there is no falses (houses on one side, field on the other, and I drive on this section at least once a week without false)...and the signal was full strength.

I'm assuming you're baffled because LEOs in PA are not permitted to have installed radar units in their vehicles? I would expect that he probably had a handheld unit sitting on the passenger seat.

Right...The reason I'm so confused is that they (locals) aren't allowed to write tickets using radar in PA...so the fact that a township police officer had some sort of radar signal (probably a gun) would imply that the township is betting that locals will be given radar soon (or else why spend the money for the gun?)
Purely interesting occurrence, and was curious if any of the other PA guys had seen anything odd.

Im not 100 % sure of this but from what i take of it certain local agencies do have radar guns and run traffic studies from time to time.

I personally think something is going on, I think the police are running radar and collecting data to justify the need for them to be allow to use radar in the future.

That's weird. I never keep my radar up while I'm driving around locally. Only when in Jersey or on highways. I'll def start keeping it up and keeping a look out.
I feel like if they get their radar then soon laser will follow and I'll be dropping money on a m-25. Oh well.

My thoughts exactly, especially this particular LEO was sitting on a road that people commonly travel 15 over the PSL on. The only point against this hypothesis is that traffic was slowed at the time due to whatever was going on nearby.
Has anyone else seen locals with radar recently?

I think it's much more likely for local revenue generators to want LIDAR than the PSP.
