Speed limits in Costa Rica are even more of a joke than they are here. No doubt the cameras will slow down the local drivers (they will all know where they are) only when passing the cameras, and ticket the tourists for profit. I wonder what would happen if they ticket a lot of Americans who are only there for a week or 2. They would be back home before any notification of a ticket, if they ever get one at all.

Wouldn't they send it to the rental car company and then it would get forwarded to whoever was driving? IIRC that happened to someone I know with a parking ticket in Italy.
