Naturally Illinois would choose a company with a questionable operating past..
Anyway, my thought is that is one of two places you SHOULD not be speeding, even if you have an RD, which area School Zones and Construction zones. No excuses. It clearly says they will be in work zones, don't speed there and it matters not if they put them in place or not.
Don't get me wrong, I don't like the idea either, there is an area by O'Fallon /Caseyville/Sauget Illinois (Metro East St. Louis region) that has said "Photo Radar Enforcement Coming Soon". This has been since early last Fall, nothing yet, but sounds like soon.
But a lot of "construction zones" have no construction going on! They put up 45 MPH Speed Limit signs on long stretches of road where no road work is being done, yet they are strictly enforcing the lower speed limits. When they do that the traffic enforcement system is being abused.
And photo radar does make mistakes.
