Do officer drive around with Radar off?

I remember reading somewhere that only 30% of all police cars have radar

The reason I asked my question of do they have Radar off is because of what is happening near me.

DPS (Department of Public Saftey) Mostly partols the Tollroads. However every time I have come past them or my father has passed them neither of us have gotten a hit on them. He is using my 985 that I sold to him and I have the rx65. The officers didn't have there windows down so I am assuming there are not shooting laser. All I can guess is they didn't feel we were speeding so didn't turn it on.
