Aircraft enforcement is VASCAR not radar, therefore RD's would not be helpful. There must be marks or lines on the shoulder or road for this to be used, and yes, it has been widely successful in many states, including OH and FL. Looking up and your eyes are your best defense.

Get a scanner (or a CB radio) and you are good to go.
Others have posted, in other threads, that you can see the aircraft. I would not count on that. Besides, do you really want to be looking at the sky for planes while you're driving?
Indiana has used air enforcement also, but I have not heard of any air enforcement details in the past two years.
Ohio has about fifteen planes devoted to air enforcement!
