For one, radar jamming is illegal as the radio waves are 'owned' by the FCC(?). (Laser is a free-for-all.) Major fines ensue. You can however just read those waves, but not transmit them.
Highly illegal... And nearly impossible for a couple of reasons. First, not many experts in the field of radar technology will get involved in making a prouct that they can not sale. Two, the radar guns electronics are so fast and sophisticated that even before your jammer detects the frequency, calibrates a counter signal and fires it off. The police radar will already have your speed. Also, the jammer could end up working in reverse. Try explaining to an LEO that the reason his radar gun said you were going 20 over the PSL is because you were using a radar jammer - uh, oops.
Back in the day when all you had to worry about was X and K band there was a good jammer, can not remember the name of the unit. But with Ka and K superwide band, there is a lot of frequencies to try to detect and jam. Plus the electronic needed for the jammer to calculate your speed so it knows what frequency to try to shoot back at the radar unit. Not to mention, if it were to go off because of a false on the highway your jammer would make you an instant a$$ to everybody within range, who owns a radar detector .

Yeah just forget about getting a radar jammer. A good RD will give you enough protection against radar.

Since this is a hypothetical discussion... If police radar frequencies are already known, why not tweak a cellphone jammer ( http://www.netline.co.il/home/ ) which is known to be effective and it is commercially available, to interfere with all police radar frequencies?
A unit like that would probably cost over a thousand $ as do cellphone jammers, but its effective range may only be a quarter mile at most.

Even though cell phone jammers maybe being sold doesn't make them legal. Go to the FCC website and read all the fines that they been handing out on those.....
Secondly the Spectrum to jam radar is huge. The last active radar jammer for all bands was so big you needed to drive a semi truck to put all the antennas on your dash. Also had a bad habit of falling out of frequency
