For most practical purposes, that is the case. However, a radar detector can provide you with a level of protection against laser in a couple of different ways:

If you have a vehicle that is difficult to target with laser, such as a black vehicle with pop-up headlights and no front plate, some laser guns cannot get a reading until you get to closer range, for example 500 feet. If you get targeted with laser at say 1000 feet, your detector will alert you and you'll have some time to slow down before you get close enough for them to get a reading. Products such as VEIL or a Laser Shield can help to cut the range down.

In some limited cases, you might get lucky and detect some "scatter" when a vehicle ahead of you is targeted, so you can slow down before it is your turn.

Of course, for the best protection you would want a radar detector that is very sensitive to laser, such as the V1.

But if laser is a concern, you are far better off with a jammer.

If I could recommend, perhaps at a new test, we can have a test case to see if a car traveling behind a car that is targeted by laser, would pick up scatter and alert to the presence of laser using safe distance traveling and such, also perhaps comparative runs with low and high position? I realize its a bit much to do.
