    I guess what I'm looking for is something that won't necessarily focus laser to the Laser Detector, but something that would simply spread the laser throughout the surface of the windshield. Since the RD sits a couple of inches from the windshield, it would have an easy time picking up the Lidar shot, even if that shot was on the far corner of the front window.

    Really, for what you're asking, your best bet would be to build a dedicated laser detector that utilized multiple sensors located at various places on your vehicles. Say a photo resistor at each corner of your windshield, directly under|over|next to your headlights, and one on each side of your LP.

    The Laser Jammer forum has a some schematics posted that could probably be adapted to do just this.

    Then if you can figure out the wiring input to your RD, you might be able to design a interface that would allow you to trigger your RD's LASER alert (say, like the Beltronics 905 can use a Beltronics RD to alert you to the fact it's sensed LIDAR).
    Yeah, it's all good to try and make a larger area to detect LIDAR but generally speaking, if you get 'hit' by a laser it's going to be too late to do anything about it. Unless you pick up a scatter from the laser hitting another vehicle, then you may have time to slow down.
    The only real option to defeat LIDAR is to use an active jamming device.
    Over here with the LTI UltraLyte it only takes 0.3 sec to get a reading and if you're the only one around, you're screwed.
