    Default Radio ads for "phantom"?

I've been hearing radio ads for a radar jammer called the "phantom" It makes the same outrageous as all the other radar jammers on the market and i'm wondering 2 things:

since owning a working radar jammer is a felony, why are they advertising an

    a) an illegal product
    or
    b) a product that doesn't work

Since it doesnt work it isnt illegal. Its a "passive"(as in doesnt work) jammer.
Thats why they can sell it

That's the theory, but the FCC claims even their passive BS is illegal.

Ice Man doesn't think too highly of Tom Cruise describing when he was using the 'phantom'.
