154.905 Antenna / California Recommend Scanner?

Hi hi everyon! 8)
I was just curious if anyone knows all the geek mumbo jumbo to figuring out which antenna would be best for the frequency 154.905 ? I live in California, hence that freq.

The antenna has to be portible that can fit in my car without getting in the way, or on my roof maybe, but I'm looking for the best smaller antenna solution.

I'm thinking about maayybbee getting a BCT8, but I'm not sure. I don't want something super expensive, just something small that I can stick on a good antenna for maximum range under that one frequency.

What is everyones recommended setup for california meaning: recommended antenna + scanner + configuration ?

I have a couple of questions:
1) Are Mag Mounts used to put the Antenna on the outside of the car, or is there a way to conseal it nicely on the inside of the car using a mag mount? I know noobish question, I've just never seen a mag mount before so I'm not 100% sure how it works.
2) Comtelco All-Band Low-Profile Scanner Antenna is there some way to see how good it is in compairison to other Antenna's? I love feed back but I'm not sure if you are suggesting this Antenna based on your opinion, or fact that I don't know about.
